S - If then I am a wrongdoer and have committed anything for which I deserve to die, I do not seek to escape death. But if there is nothing to their charges against me, no one can give me up to them. I appeal to Caesar." 12 Then Festus, when he had conferred with his council, answered, "To Caesar you have appealed; to Caesar you shall go."

O - Commentary
This was an unusual case. A citizen could appeal even to the emperor, especially for a capital sentence (appelatio), but appealing before a case had been heard (provocatio), as Paul does here, was unusual, because it was not necessarily advantageous. Nevertheless, Festus has reason to comply with Paul's request. Under ordinary circumstances, appeals were granted. Moreover, in any case the political implications of dismissing an appeal to Caesar were unpleasant (a critic could potentially accuse the governor of usurping imperial privileges), whereas the benefits of sending Paul to Rome free Festus from having to disappoint the Jerusalem leaders if his own juridical conclusions differ from theirs. Although many Roman governors of Judea ignored inconvenient rules, Festus is the one governor of Judea in this period whom Josephus presents as most faithful in carrying out Roman policies.

A - Paul knew the vision. Jesus told him he'd stand in Rome. So when Rome's own legal system opens a door, Paul walks through it. He doesn't appeal to Caesar to escape God's will — he appeals to fulfill it. Watch this: God didn't need Rome's permission to accomplish His plan. But He used Rome's system anyway. That's how He works. Your circumstances — even the messy, legal, complicated ones — can be the exact path God uses to move you forward. What system is God using in your life right now that you haven't recognized yet? One appeal, and the gospel stops being a regional message. It starts becoming a worldwide one.

R - Heavenly Father, You are Wisdom itself. Thank You for weaving our plans into what You're orchestrating behind the scenes. Sharpen our sensitivity to Your leading. Give us ears to hear Your prompting so we move when You say move. Wherever You send us, let Your love go with us. In Jesus' name, Amen.
